General

This ‘Association' shall be named the ‘United Kingdom Association of Rimfire Benchrest Shooting' (UKBR22 being the accepted abbreviation) hereinafter referred to as the ‘Association' and shall have the specific purpose of being the governing body of the sport of Rimfire and Air Rifle Benchrest Shooting within the United Kingdom. (This will involve items such as running National Championships every two years after 2008, helping to focus National Championships and continue running the International Postal Championships in winter and summer seasons each year under its present structure. Further to this the method adopted by the ‘Association' to achieve this aim shall be by ‘growing consensus', that is, each Member and or epresentative of the ‘Association' declaring that they accept the ‘Association' as the Governing Body.

Membership

For administrative and grading, the ‘Association' will only recognise those members holding a current Firearms License and are members of a National Ministry Approved Club with full current Insurance for the weapons being used. Members who have no Firearms License but shoot club rifles on their club premises under the necessary range officer rules of shooting are eligible. All local shooting to be under the host club safety rules of shooting as applicable.

Day to Day Business

The business of the ‘Association' shall be conducted by nominated leaders (up to seven) of the Association. Further assistance can be asked of specialist or interested parties who a can be approached by the Executive Committee. (It is expected that these individuals may be the best suited for specific tasks, jobs or activities. However, they will not have voting privileges unless they are the members of the Executive Committee, Chairperson or Secretary). Day to day running of the ‘Association' and the issues involved in this will be decided by the Chairperson and those involved in the ‘normal' business of the ‘Association'. Major issues and decision making will be achieved by a Quorum, being a majority of the voting Executive Committee and at least one of the following Officers: Chairperson or Secretary or both.

The office bearers of the ‘Association' shall be the Executive Committee with at least one of the following as required, a Chairperson and a Secretary. Members of the overall Executive Committee can have business interests relative to the sport as this can also benefit the ‘Association' and shooting sports in general.

All individual members are encouraged to voice their views to their Executive Committee in the usual form of communication (E-mail) so that they can continually discuss the ‘Association' and upgrade if required. One month's notice of any changes, together with full details shall be submitted to each member of the ‘Association'.

Objectives

The objectives of the ‘UKBR22' are:

1. To provide opportunities for Rimfire Benchrest Shooting in the UK for the Benchrest Shooter;

2. The development and encouragement of uniform competition to achieve accuracy in rifles, ammunition, equipment and Benchrest shooting methods at various distances and of various styles to suit Members facilities;

3. Dedication to the theory of Benchrest Shooting with the .22 caliber Rifle and .177 Air Rifle;

4. Promote safety, fellowship and sportsmanship for all those Members who participate.

5. To assist and encourage any individual in the promotion of Rimfire Benchrest shooting;

6. To maintain a working relationship with the World Rimfire Benchrest, ERABSF Federation (WRBF) on members behalf;

7. To encourage the formation of Rimfire Benchrest Shooting Regional/ National ‘Association's' as demand requires;

8. To gather and make available to its members pertinent statistics and technical data as available, but without such co-operation or support infringing in any way upon the independence of the ‘UKBR22' or any other body;

9. To co-operate with and to support any other shooting associated body in matters of mutual interest to achieve any of the foregoing;

10. The ‘UKBR22' will provide, as and if required by Members a Grading scheme based on the following –

Novice score - 209 and lower

Marksman score - 210 to 219

Sharpshooter score - 220 to 229

Expert score - 230 to 239

Master score - 240 to 245

Grand Master score - 246 to 250

Ultimate Grand Master Max score of 250 with 25 10x's

11. The ‘UKBR22' will provide a Membership Card for each Member. There will be a Membership Fee due for payment on 1st January each year.

 

Rimfire and Air Rifle Annual Postal Championships

The present structure for winter and summer postal championships will continue under the auspices of the UKBR22 with general rules for individual countries derived from the main ERABSF rules. The UKBR22 have been nominated to continue running the international postal matches for the ERABSF, under the present administrative structure as this is already in place.

Rule Changes

Rule changes will be agreed by the Executive Committee after discussions with the members and final details circulated to each member before putting into practice. Alterations to rules will only come into effect at the beginning of the next summer or winter season. No changes will be made during the running of a summer or winter championship match once it has commenced. One month's notice if possible together with all details will be given to each member for their views and comments before any changes are finalised. A temporary change for a specific Championship can be approved by the Chairperson, in consultation with the Executive Committee. This is subject to all competing countries approving in writing (Email) that such change have their agreement.

Membership Fees

Member countries will be responsible for the payment of any individual membership fees or levies determined from time to time by the UKBR22 Executive Committee. Normal yearly payments will be for individual membership and entry to the International Postal Championships per year (winter and summer). Failure to meet deadlines set for the payment of such fees will result in the non-acceptance of shooters who have not paid.

Constitution Changes

Alterations to the Constitution shall be made by the Executive Committee and only after Quorum of agreement has been achieved. One month's notice together with all details will be given to each member for their views and comments before any changes are ratified. The ‘Association' will not infringe in any manner on the autonomous rights of any member body/ association.
